You tried to send a WhatsApp template message and got error 132000, 132001, 132012 or 132015. The template was approved last week. What changed?

All four are template errors from Meta, and each has a short fix. 132000: the number of values you sent doesn’t match the number of variables in the template. 132001: the template doesn’t exist in that language, or it isn’t approved. 132012: a value is in a format the template doesn’t accept. 132015: the template has been paused for low quality. Below, each one in turn, with the exact check to make.

The template error codes at a glance

Descriptions are from Meta's Cloud API error reference. With every one of them the send is rejected before the message reaches the customer, so nothing was delivered and nothing is charged.

CodeWhat Meta saysFix
132000The number of variable parameter values included in the request did not match the number of variable parameters defined in the templateSend exactly one value per variable, in order.
132001The template does not exist in the specified language or the template has not been approvedCheck the exact name, the language code and the status.
132012Variable parameter values formatted incorrectlyMatch each value to the format the template defines.

Error 132000: parameter count mismatch

A template’s variables are the blanks: {{1}}, {{2}}, {{3}}, or named ones like {{order_id}}. When you send the template, you supply one value for each. Error 132000 means the count is off: three variables in the template, two values in your request, or the other way round.

Take this approved body:

Hi {{1}}, your order {{2}} will be delivered on {{3}}. Reply here if you need to change the address.

It needs exactly three values, in that order: name, order number, date. Send two and you get 132000. Send four and you get 132000.

Where the mismatch usually comes from
  • You edited the template and added or removed a variable, but the system that sends it still uses the old count. Every edit goes through Meta’s review again, and your sending code or campaign mapping needs updating too.
  • The header has a variable too. A text header like “Order {{1}} update” needs its own value, separate from the body’s.
  • Values for parts that have none, or blanks dropped. A value for a fixed button adds a parameter Meta didn’t expect; a system that drops empty values turns three values into two when a customer has no name in your CRM.

Meta’s template fundamentals add one rule worth remembering: for numbered (positional) variables, the values must appear in the same order as the placeholders in the text. Named variables can be sent in any order, because they’re matched by name.

Error 132001: template doesn’t exist or isn’t approved

Meta can’t find a template matching three things together: the name, the language and the account you’re sending from, with a status of Approved. Check each:

  1. The name, exactly. order_update is not order_updates. Copy it from WhatsApp Manager.
  2. The language code. A template created in en (English) is not found if you send with en_US, and vice versa. Meta treats each language of a template as a separate template, so “it exists in English” doesn’t mean it exists in Hindi.
  3. The status. Meta’s template guidelines are clear: “Templates must have a status of APPROVED before they can be sent.” A template that’s Pending, Rejected, Paused, Disabled or In appeal fails with 132001 or 132015. Review can take up to 24 hours after you submit or edit.
  4. The account. Templates belong to a WhatsApp Business Account. If you have two, or recently migrated a number, the template may be on the other one. A deleted template fails the same way.

Error 132012: parameter format mismatch

The count is right, but a value isn’t in the shape the template defines. Meta’s description is “the variable parameter values included in the request are not using the format specified in the template”. Typical mismatches:

  • Header type. The template was approved with an image header and you sent text, or a document where an image was expected.
  • Button values. A dynamic URL button expects one text value for its {{1}}; a fixed button expects nothing. Sending values for fixed buttons is a common cause.
  • Carousel cards. Each card has its own header, body values and buttons, and every card must match the approved layout.

The fix is to open the template in WhatsApp Manager, note the type of every component (header, body, buttons, cards), and build the request to match. Test to your own number before sending to customers.

Error 132015: template paused

Meta’s template pausing page explains that a template whose quality rating drops to the lowest level (shown as “Active – Low quality” in WhatsApp Manager, or RED through the API) is paused automatically to protect the quality rating of the phone numbers using it. The schedule:

InstanceWhat happens
1stPaused for 3 hours
2ndPaused for 6 hours
3rdDisabled (error 132016 from then on)

While a template is paused, sends are rejected, you aren’t charged for them, and they don’t count against your messaging limit. Meta notifies you by WhatsApp Manager notification, email and the message_template_status_update webhook.

What to do about a paused template
  1. Stop every campaign and automation that uses it. That’s Meta’s own advice; retrying during the pause just fills your logs.
  2. Find out why. Meta’s quality rating comes from negative feedback from customers and low read rates. Usually the template is going to people who didn’t ask for it, or too often.
  3. Edit the template and change who receives it and how often. After an edit the status goes back to In Review, and you can’t send until it’s approved again.
  4. Treat the first pause as a warning. A third pause disables the template for good, and the same sending habits also trigger error 131049. How to write templates that pass review.

What NOT to do

  • Don’t pad values to make the count fit. Sending “-” or a space for a missing name ships a broken message to a real customer. Fix the data instead.
  • Don’t create a duplicate template to get around 132001. Meta rejects duplicates of existing templates. Find the original and check its name, language and status.
  • Don’t retry a paused template. Wait for the pause to end or edit the template; retries just fail.

How WaBot handles template errors

  • Values are checked before anything reaches Meta. When you send a template from the inbox, WaBot reads the variables in the approved template and asks for a value for each one. If one is missing, you get a clear message such as This template needs a value for {{2}} instead of a Meta 132000, and nothing is sent.
  • Only the dynamic parts get values. For carousel templates, WaBot sends values for the variable headers, body fields and dynamic URL buttons only, because sending values for fixed buttons is one cause of 132012.
  • Status is synced from Meta. When Meta approves, rejects, pauses or disables a template, WaBot updates the Status column under Templates → My templates (Approved, Pending, Rejected, Paused, Disabled, In appeal) and adds a note to the Updates bell, for example Template “order_update” Paused with the reason Meta sent. You can filter the list by status.
  • If a template send still fails, the inbox shows the reason under the message in plain words: Not sent · Wrong number of values for this template., Not sent · This template is paused. Campaign results show the same with the code, for example Template is paused (132015), and you can filter by it.
  • No automatic retry for template errors. WaBot retries only 131049 failures automatically; a paused or mismatched template needs a fix first. Even the 131049 retry is skipped if the template is paused or no longer approved by the time it fires. Creating and editing templates is covered in the templates guide.

Frequently asked questions

What does WhatsApp error 132000 mean?

The number of values you sent for the template’s variables doesn’t match the number of variables Meta approved. Count the {{1}}, {{2}}, {{3}} placeholders in the body and header, and send exactly that many values, in order.

What does WhatsApp error 132001 mean?

Meta couldn’t find an approved template with that exact name and language on the WhatsApp Business Account you’re sending from. Check the spelling, the language code (en vs en_US, for example) and whether the template’s status is Approved.

What does WhatsApp error 132012 mean?

The count of values is right, but at least one is in the wrong format: a text value where the template has an image header, a value for a fixed button, or a card that doesn’t match the approved carousel layout. Compare your request with the template in WhatsApp Manager.

How long is a WhatsApp template paused for?

Meta pauses a low-quality template for 3 hours the first time and 6 hours the second time. The third time it is disabled permanently, and you need a new template with different content.

Am I charged for template messages that fail with these errors?

No. These errors are returned before the message is sent, so nothing is delivered and nothing is billed. Meta charges only for delivered messages.

The bottom line

Template errors are the easiest WhatsApp errors to fix because the cause is always on your side and the check is mechanical: right number of values, right format, right name and language, approved status. The exception is 132015, which is a quality warning: fix the content and who gets it before the third pause makes it permanent.
